Tunnel bans, Conley Terminal and record snow in Boston
Serving Suffolk County, Middlesex County, Norfolk County
Boston’s diesel keeps buildings running that can’t go dark. The Longwood Medical and Academic Area holds Brigham and Women’s, Beth Israel Deaconess, Boston Children’s and Dana-Farber. Their standby generators need clean fuel the moment the grid drops. Life sciences have spread to the Seaport too. Every new lab building adds another generator and another tank to maintain.
On the waterfront, Massport’s Conley Terminal in South Boston serves more than 2,500 New England importers and exporters. Its berths work seven days a week. The drayage tractors and reefer units that serve it keep the same hours.
Tunnels fuel trucks can’t use, and record snow
Terminals along Chelsea Creek store an estimated 70–80% of New England’s heating fuel. Moving it across the city is the hard part. Placarded tankers can’t use the Callahan or Sumner tunnels to East Boston. They’re also barred from the I-93 Central Artery tunnels and the I-90 tunnel to Logan. From 6 a.m. to 8 p.m., they may cross the Charlestown Bridge only when their primary destination is in Boston. Deliveries to the Seaport, East Boston and the airport side run on surface routes, timed around those rules.
Winter adds its own problem. About 95 inches of snow fell in 30 days in early 2015, a record. Plow contractors and loader operators ran around the clock for weeks. If your diesel is stored outdoors, cold-weather fuel management isn’t optional.
