South Philadelphia’s old refinery is now one of the region’s biggest construction sites. The Philadelphia Energy Solutions complex on the Schuylkill River shut down after explosions in June 2019. Hilco Redevelopment Partners bought the 1,300-acre property and is building the Bellwether District, an industrial, logistics and innovation campus. The developer plans a buildout of 10 to 15 years. That means years of excavators, compactors, cranes and temporary power running on off-road diesel.

I-95 and the cost of one closure

I-95 is the spine of the city’s truck traffic. On June 11, 2023, a gasoline tanker crashed and burned on the Cottman Avenue ramp in Northeast Philadelphia. The fire collapsed the northbound roadway. Police detoured traffic onto State Road, Tacony Street and Aramingo Avenue until a temporary roadway reopened on June 23. A site that runs its tanks near empty depends on every road staying open.
