Portland’s diesel is going renewable

In Portland, local law sets what goes into the tank. Under the city’s Renewable Fuel Standard, diesel sold within city limits must contain at least 50% biodiesel or renewable diesel. That minimum took effect on July 1, 2026. It rises to 99% on July 1, 2030. Biodiesel can’t exceed 20% of the final blend, so most of the renewable share has to be renewable diesel. Fleets buying into tanks inside the city need a supplier that can deliver those blends, not just conventional No. 2.

More than 90% of Oregon’s liquid fuel moves through the Critical Energy Infrastructure (CEI) Hub. It’s a stretch of terminals and tanks on the Willamette in Northwest Portland. The hub sits on soil that can become unstable in a major earthquake. The region’s supply is concentrated in one seismically exposed place, so on-site storage that is full and clean matters.

In mid-January 2024, snow, wind and freezing rain knocked out power to more than 200,000 Oregon customers. For buildings on generators, that meant days of runtime and repeated refills.

Yes. Since July 1, 2026, diesel sold within Portland city limits must be at least a 50% biodiesel or renewable diesel blend, rising to 99% in 2030. Biodiesel is capped at 20% of the final blend.
