Hospitals, Blue Plains and the 2012 derecho in DC

In Washington, much of the diesel that matters sits in standby tanks. It backs up hospitals, water infrastructure and government buildings that have to stay open whatever the grid does. MedStar Washington Hospital Center is home to the MedSTAR Trauma Center, a Level I trauma facility. A trauma center can’t stop when the power does.

DC Water’s Blue Plains Advanced Wastewater Treatment Plant, on the Potomac in Southwest DC, is the largest plant of its kind in the world. It serves the District and parts of suburban Maryland and Virginia. Its pumps and treatment equipment are exactly the load an outage plan has to cover.

The routing catch is the 3rd Street Tunnel. It carries I-395 through the middle of downtown, and hazardous materials are banned from it. Fuel loads headed downtown or to Capitol Hill take surface routes around it. Delivery windows need to reflect that.

What the 2012 derecho taught

On June 29, 2012, a derecho swept from the Midwest to the Mid-Atlantic. In the Washington area, more than a million people lost electricity. Across the region, some customers were out for more than a week. A generator tank sized for an overnight outage was not enough.
