San Francisco made its fuel choice early. In December 2015 the City announced it had moved its entire municipal diesel fleet to renewable diesel. At the time it was the largest city in North America to make that switch. Private fleets that want to match it can run R99 renewable diesel in the same engines and tanks.

The Southern Waterfront still works. Pier 80 is a 60-acre cargo pier operated by Pasha to export automobiles. The Potrero Hill rail tunnels are too low for the tri-level cars used to move vehicles. So most of that freight leaves by truck. Terminals, aggregate yards and the trucks that serve them all run on diesel.

When the grid goes down

San Francisco has little cold weather to plan for. Its fuel risk is the grid. On December 20, 2025, a fire at PG&E’s Mission substation started an outage that grew to more than 130,000 customers. The last customers did not get power back until December 23. For a hospital, a lab or a high-rise with life-safety systems, that is the scenario backup generators are built for.
